EU Plant Passport

What the QR has to carry underRegulation 2016/2031

Commission Implementing Regulation (EU) 2017/2313 fixes the passport layout — EU flag, the words "Plant Passport", and four labelled fields. SmartLinks hosts those fields plus the inspector-grade evidence behind one scan.

The four mandatory fields

Every plant passport carries fields A–D in the order set by 2017/2313. SmartLinks renders them at the top of the scan so trade and inspectors see the regulated payload first.

A — Botanical name

Genus and species, plus cultivar where relevant.

B — Operator code

Registered professional operator code issued by the national plant-health authority.

C — Traceability code

Lot, batch, or individual plant identifier — the link back to nursery records.

D — Country of origin

ISO 2-letter code for the country where the plant was produced.

Inspector-ready evidence on the same scan

Where phytosanitary certification is required — UK GB Plant Health for post-Brexit imports, or ISPM 15 for wood packaging — SmartLinks attaches the certificate to the same QR so APHA, DEFRA or Bundessortenamt inspectors verify provenance from the tag.

Plant tag QR — common questions

Does a plant passport replace the phytosanitary certificate?+

No — they serve different jobs. A plant passport (Regulation 2016/2031) covers movement within the EU single market and is issued by the professional operator. A phytosanitary certificate is issued by the national plant protection organisation (e.g. APHA, DEFRA, Bundessortenamt) for plants entering the EU from a third country. SmartLinks can host both on the same QR so inspectors and downstream operators see the full chain.

Do houseplants and cut flowers need a plant passport?+

Houseplants and other plants for planting do — including bulbs, tubers, rhizomes, and rooted cuttings. Cut flowers and certain fruits are generally exempt unless they belong to a regulated genus (e.g. Vitis, Citrus). The European Commission's plant-health portal publishes the current Annex XIII list of regulated genera.

How does the AI plant advisor handle species it doesn't recognise?+

The advisor falls back to genus-level care guidance and prompts the customer to confirm cultivar from the A-field on the plant passport. The model is bounded to your catalogue so it never recommends a competitor's product or a species you don't stock.

Can the same QR support trade and consumer scans?+

Yes. Each scan returns audience-aware content — a landscaper sees specification sheets, bulk pricing, and the lot/batch traceability code; a consumer sees care calendars, companion plants, and one-tap reorder. Same physical tag, two experiences.

What happens to the QR when the plant is repotted or moves nursery?+

The QR points at a cloud record, not a hard-coded EPC, so the digital plant passport survives repotting, re-tagging, and resale. Each ownership transfer is logged and visible to inspectors — useful for high-value stock, protected varieties, and PBR-registered cultivars.
